These badges are the Japanese Naval Proficiency in Aviation. The Navy did not have per say a wing badge to distinguish them as pilots. The only distinguishing mark prior to 1942 was the rate insignia in the rank structure for enlisted men and the piping color similar to the British style for the officers. There were two classes of proficiency. The first class and second class. Both were given to enlisted aviators. Officers did not qualify for proficiency badges. The second class were given out to enlisted personnel below the rank of petty officer and the first class were given out to petty officers. - Information courtesy of Jim Garman
